Heating concern: Beijing heating metering reform requires four steps

In order to further promote Beijing heating metering the effective implementation of the reform work, a few days ago, Beijing Municipal People's Government of Beijing on issued advance metering reform integrated work programme. Notice that we must adhere to the principle in favour of energy-saving emission reduction and to break the "big" institutional heat supply to heating metering and reform as a saving hand to promote building energy efficiency, energy saving and metering of heat supply, improving the heating operation management and service quality, increase awareness of conservation. In accordance with the principle of promoting adherence to synchronize, the new building construction and installation of heating metering device synchronization, the existing residential building energy-saving alteration and reconstruction of heating metering, heating metering device installation and heating charge synchronization.

Notification requirements, heating charge reform in four stages.

The first phase (2010). New buildings and energy-saving renovations have been completed and have heating condition of existing buildings for heating charge; basically completed the city within the heat group heating heating renovation of public buildings, starting within the regional boiler heating heating renovation of public buildings.

Phase II (2011). Complete both public institutions and large public buildings heating renovation, heating charge; start normal heating renovation of public buildings; start both a three-step-saving residential buildings (three step-saving residential buildings is after July 2004 design construction of residential buildings) heating renovation, heating charge.

The third phase (2012). Complete renovation of public buildings, heating heating charge; completed both a three-step-saving heating renovation of residential buildings, the heating charge.

Phase IV (2013-2015). Basically completed both a second step-saving residential buildings (2 step-saving residential buildings is after July 1998, the design and construction of residential buildings) heating renovation.

In the introduction of heat metering reform funding, innovation financing difficulties, use contract energy management model for heating renovation, enjoy financial incentives.

The circular also stressed that good heating charge reform; at the same time, strengthening of public opinion, enhance awareness of universal energy, understanding and support.
